is sort of a transition day from the chill of yesterday to the warmth of tomorrow. tomorrow could end up being stormy, especially late in the day and tomorrow evening before we get back in the colder air to finish out the week. looking at your day planner on this tuesday morning, we don't like tuesdays very much around here but it's tuesday nonetheless. good visibility this morning. a few clouds out there, a patch of fog. we may see a stray shower in a couple of spots the next couple of hours. by noon 50 degrees. mid-50s this afternoon in d.c. with a mix of sun and clouds. and off to the west and southwest, may even crack 60. looking at some showers, even isolated thunder well out to the west and midwest. around here, in northern west virginia, you see this? it's been kind of coming in over toward i-66. looks like it's going to track south of that the next couple of hours. just a stray shower or two. visibility back down to zero in garrett county. we're holding on to two miles in gaithersburg so some patchy reduced visibility. nothing too terrible here with temperatures this morning ranging from 33 in annapolis to

52 in winchester. monika? thank you so much, howard. i'm happy to say that, boy, we're getting a big break today compared to yesterday morning. so much better on the roads. northbound i-95, for example, from triangle all the way to springfield, your lanes are open. you're good to go. no delays yet ifyou're just heading out the door. that's what you should look forward to i hope. on the inbound side of i-66 all the way to the roosevelt bridge, this is looking fine as well and no issues on any of the bridges right now over the potomac river. back to the maps, this time to the other side in maryland, bw parkway and route 50 looking good as well as you travel through sheverly leaving the northeast corridor may be a little bit slow but once you're out of that jam there you're fine on route a, even inbound from annapolis your lanes are open. a live look on 95. all lanes are open between baltimore, laurel and college park. back to you. >> thanks, monika. today president obama heads west with his message about immigration reform. >> this is becoming more and

more popular n. speech from the president come a day after a group of bipartisan senators announced their deal to tackle the immigration issues in the united states. delia goncalves is live on capitol hill. that's not the only deal in the works. good morning, delia. >> reporter: good morning. but this deal, of course, has many excited on capitol hill that a comprehensive immigration reform is as close as it's ever been. this bipartisan gang of eight announced its plans yesterday at a news conference. the proposal offers illegals a pathway to legal status under three conditions, though. they must pass a background check, pay a fine and back taxes and of course they must learn english. this plan also calls for beefed up border security and ensures illegals do not get their green card ahead of those already working towards citizenship. >> we believe this will be the year congress finally gets it done. the politics on this issue have

been turned upside down. for the first time ever, there's more political risk in opposing immigration reform than in supporting it. >> times have changed. americans have changed. elections have changed. i'm not saying it's going to be easy and i'm not saying we're going to uk seed this time but i -- succeed this time but i think the channels are better than they've ever been. >> reporter: of course both senator schumer and senator mccain referencing this recent election. president obama gained 70% of the latino vote. coming up at 5:30, of course this plan does have its critics and some of them include republicans, of course. and we'll hear from them coming up in a half-hour. back to you, might be, jess -- back to you, mike, jessica. >> thanks, delia. d.c. police are asking for your help in identifying a sex assault suspect. a camera captured images of this man. he's wanted in a sexual assault in the 1400 block of florida avenue northwest. this happened january 20.

that was the day before the inauguration around 2:00 in the morning. if you recognize this man, please call the metropolitan police department. health officials are asking you to help fight the flu. they say if you haven't gotten your shot yet, please go get one. how about a free one in fact. prince george's hospital center is offering a free flu shot clinic this afternoon in pavilion lobby on hospital drive in landover, maryland. the vaccines will be offered from 2:00 to 7:00 p.m. they are only for people over 18, though. maryland is one of more than 40 states still reporting widespread influenza cases. well, it's a good challenge to have. what to do with a $400 million budget surplus. d.c. mayor vincent gray is going to talk about the official numbers later this morning. councilman jack evans says the surplus should be added to the city's rainy day fund which already has $1.2 billion in it. the reserve fund could help protect the city if there's a sudden downturn or cut in federal spending. time right now is almost

5:05. i'm watching your money. meantime wall street is going to be watching the federal reserve today as it kicks off a two-day meeting right here in washington. investors are hoping the rally restarts that have taken wall street to five-year highs in recent days. the dow surged to 13,881 after dropping more than 14 points. the nasdaq managed to cloap up in the green and the s&p 500 fell nearly 3 points to close just above 1500. three months to the day after superstorm sandy lashed the mid-atlantic in the northeast, $50 billion in relief is headed out to help the victims. the senate approved the sandy emergency relief bill last night. the money will help families and businesses up and down the east coast rebuild following the damage double by sandy back in october. thousands remain out of their homes. if wings are your go to super bowl snack, you can breathe a sigh of relief. there was talk of a chicken wing shortage but the national

chicken council is clubbing a different tune. last summer's drought did cause chicken companies to produce about 1% less poultry last year. while it does mean prices for the wings are climbing, there's not a shortage right now. but the council says so far americans are willing to pay a little extra to enjoy their wings. you a wing fan, mike? >> big time. i might pay a smidge more just as long as they're really good. >> wings, check, pizza, check. the hearty people down under are used to fires that are flooded -- that are followed by floods. >> but the floods they're facing now are greater than anything in the record books. that's coming up. >> plus, tiger, could he be back on his game? why the tournament he won yesterday often leads to even more victories

welcome back. it's 5:08 on this tuesday morning. some spots it's kind of chilly. we have low 30s out there.

but we have low 50s. it's the wedge of cold air that hanks on east of the appalachians. sometimes it's difficult to erode. we got rid of a lot of it but not all of it. you notice the showers in west virginia. just coming in toward northern virginia south along -- along and south of i-66 for the most part. we'll have a couple of showers over the next few hours. but generally a decent day with some patchy fog this morning. partly sunny and warmer. big range in temperatures. low 50s. that's over toward annapolis and by the way. here in town 56 is what i'm forecasting for the high. but as you get down toward fredricksburg, you get toward harrisonburg and culpeper and out west in the shenandoah valley, that's where we could see the high temperatures topping the 60-degree park. looks like it will be warmer than that tomorrow but there will be a price to pay. i'll explain in a few minutes but right now over to monika with traffic. nothing to explain on the northbound side of 395. look at this. duke street, all lanes are open. traffic is moving well right up

to the 14th street bridge. this is what 295 looks like insides the beltway to the 11th street bridge and 66 to the roosevelt bridge as well. i'll be back with more coming up in a few minutes. back to you, mike and jess. >> thank you, monika. here's what's making news now at 5:10. police in brazil have arrested four people in connection with sunday's nightclub fire which killed more than 230 people. two of itself suspects -- two of the suspects own the club. the other two are in the band which was using the pyrotechics which started the fire. there are reports the club had no smoke alarms no fire extinguishers and no spring letter systems. australians are used to fires and flooding but this is bad even by their standards. several towns are reporting water levels higher than anything they've ever recorded before. thousands fled to higher ground as flooding approached the roofs of some homes. >> we say it all the time. could this be the year tiger makes his comeback? he won his 75th pga tournament

i'm looking on nice book at all of our team members' pictures from new orleans and all this fantastic food they're chowing down on. we can't wait to show you more coverage from our team in new orleans as they get ready for the big super bowl with the ravens and the 49ers. as you head outside, it's going to feel a lot more like spring than itself dead of winter. >> almost like new orleans in january. >> temperatures are going to be in the 60s or 70s? >> they've been in the 70s, too. i used to live down there for almost five years. in late january, early feck, you could be from the low -- early february, you could be from the low 40s to 70s. we'll be close to that range. from the 30s to the 60s. flirting with 70 in a few areas

come tomorrow afternoon. here's a look at your visibilities this morning. patchy fog one of the concerns we have. it's not too bad, though we've seen visibilities, especially in garrett county down to a quarter mile. we've been hovering at one to two miles north and west of d.c. and even northern delaware, some visibilities near a mile. so what are we looking at today? much better visibility here in d.c. than yesterday morning. our day planner, we've got temperatures starting in the low 40s. upper 40s by 11:00. low 50s at 1:00. then this afternoon we're headed to about 56 degrees. average high is 44, 45. so doing a lot better than normal today. showers, even some thunder here from st. louis all the way up toward michigan where some of this rain has been locally heavy. lighter showers have been headed toward us. you see them scattered in west virginia from elkins headed to straussburg and over toward warrenton this morning. along and south of i-66 appears to be where the slight shower threat is going to be the next couple of hours as things are tracking off toward fauquier

county, prince william, stafford, and southern maryland the next two to three hours. temperatures some 30s still to the north and east, even 20s as you head to new england. lots of 50s now from columbus and pittsburgh and charleston. even sperryville just got a call from scott in sperryville, one of my weather watchers. he says it's 54 now. there was ice yesterday morning. this morning he's in the 50s. you can see some of that warm air from lovettsville and round hill but leesburg, look at that leesburg to vof -- lovettsville, that's a few mile drive but a swing in temperatures. upper 40s in baidzen and prince -- baden and prince frederick. check it out. we've got the good visibility this morning on our michael & son weather camera. feeling like 44 thanks to the calm winds right now and the dew point has risen to the 40- degree mark. temperatures surging in the middle of the country. dipping in the rockies. the storm system here has been pushing the moisture up toward the midwest. some snow on the cold side.

look at the heavy rain moving in toward michigan. we're going to watch that front arrive here really tomorrow night. out ahead of it, though, it will be warm. it will be breezy. a couple showers early today but the bulk of the rain stays north of us. then as we head in toward tomorrow night or tomorrow i should say, we're going to watch this cold front come closer and closer. lunch time perhaps a stray shower, but this front is going to come through looks like in the evening potentially with thunder as well. we've got 56 today, early fog. tomorrow the afternoon storm, 66. thursday windy and cold, temperatures steady falling through the 40s. by friday flurries, 32 and 30s over the weekend. good morning, monika. happy tuesday. >> happy tuesday, howard. want to let you know in case you're headed anywhere near this on route 40 in baltimore, it's closed between briar clift and edmonson avenue over on route 40 in the baltimore area. closer in, we're doing just fine. no problems on the west side of

welcome back. your weather first on this tuesday morning. some of you may need jackets. we have some areas in the 30s. a few showers have been across northern virginia, generally along south of i-66. we'll head toward 9:00 with temperatures still in the low 40s in town but mid-40s if not low 50s here. we'll get through the afternoon. the colder stuff east. only 43 in annapolis at noon. but 59 in orange. we're looking at temperatures this afternoon 50s in town with some 60s south and west, even warmer tomorrow. good morning, everybody. i'm here in new orleans, super

bowl week has begun. the baltimore ravens arrive monday afternoon to get settled into their hotel, talk with the media folks for a little bit. they got a little practice in, in the morning on monday before they left. but even after that, the fun began. thousands of ravens fans braved the freezing rain and packed baltimore's inner harbor for a sendoff party. the energy out there was just electric. the team then boarded their charter at bwi, arrived in new orleans mid afternoon and enjoyed a large police escort to the hotel. that's where we caught up with the team and the players just couldn't stop talking about the excitement. >> as baltimore, man, and that city is awesome. you know, i told john and i told a couple other guys, i said, you know, this feeling is great. this feeling is great. the sendoff is awesome. but there's nothing better than coming home as a world champion. >> the fans were crazy. they had the music going. there was thousands of people there. everybody was excited and they

were doing the raven chant that they do. it was just -- we were kind of all on the way to the airport pretty excited about that. >> reporter: n.f.l. commissioner roger goodell has made it his mission to make the game of football much safer from stricter penalties to doctors on the sidelines. but it's been met with mixed emotions. many think it's affecting the game of football while others like president barack obama really appreciate what he's doing. in an interview released yesterday, president obama said if he had a son right now, wee not allow him to play the sport of football. he feels the risks are just too dangerous. both head coaches john and jim harbaugh were asked about those comments. as you can imagine, they thought quite differently. >> i have a four-month-old, almost soon to be five-month- old son jack harbaugh. and president obama feels that way, then there will be a little less competition for jack harbaugh when he gets old gler there's no game like

patchy fog. high this afternoon 56. that's at national airport. some of our western and southwestern suburbs into the lower 60s. the warm air is leer. showers and -- is here. showers and storms moving north of it. we have a few sprinkles locally coming out of northern west virginia moving east, southeast, right along and south of i-66. some of the showers have moved into fauquier county. north of town, a little bit of fog but it's really out in garrett county where visibilities are down to one- quarter of a mile. we have a temperature range from 46 in oaklands, 50 luray. got a call from sperryville, 54, but 37 in culpeper. 36 gaithersburg. we sit at 44. going into the 50s and some 60s west of town. look at annapolis right now. it's chilly there, 33. >> that is chilly compared to the rest of the world in our area. if you're planning to head around our world, things look good. no problems on the beltway. look at all that green. things are looking great all the way around the beltway

through oxon hill, springfield, tysons, and even college park right now into bethesda. really no delays that i can speak of. we'll go a little closer insides the beltway where again 61 miles an hour on 66. 60 on 395 and 295 at 51. i think we can deal with that. we'll take a live look outside. first let's go over to the inbound side of i-66 i believe on our traffic camera. if you're planning to head -- or the northbound side of 95. the traffic camera looks good in newington up to springfield. really no brake lights till you hit the beldway. back to -- beltway. back to the maps. looking good from centreville to fairfax. no delays right now as you head inside the beltway as well to the roosevelt bridge. a live look at the american legion bridge west side of town. traffic is moving well here. mike and jess? >> thanks, monika. will the boy scouts of america drop its ban against gay scouts and scout leaders? seems like it. >> the hundred year old organization has restricted its

membership to heterosexuals since its founding. but a backlash of criticism intensified last year when a ohio mother announced she had been kicked out of her son's cub scouts pack for being a lesbian. 442 posted a nondiscrimination statement on its website. parents say the anti-gay policy is unacceptable. >> we said we really want to take a stand against this. >> if we wanted to keep our charter and have it reissued to us, we would have to remove our statement from our week site. >> the montgomery county pack took down its statement so it could stay in the scouts. after the initial uproar last spring, the boy scouts issued a statement reaffirming their ban on gay members. now the scouts have released a statement saying the decision to discuss the policy is as a result of a long-standing dialogue within the scouting family. a bipartisan group of senators has announced a sweeping deal when it comes to immigration reform. today the president is going to

address that issue in nevada as well. delia goncalves is live here on capitol hill with some of the reaction to the proposal. there's a groundswell for some kind of reform. >> reporter: sure. lots of folks are very excited on capitol hill but there's still a lot of critics who say this is nothing more than just amnesty and what they've seen before and what they've turned down before in the past. so certainly you can expect an uphill battle ahead like many other issues here on capitol hill. don't expect any legislation just yet, even though the president is heading out to las vegas a little later today. the gang of eight announced their plan yesterday at a news conference. they say they're working on a bill and hope to bring it to a vote this summer. their plan -- under their plan, 11 million undocumented immigrants will get temporary legal status if they pass a background check, pay fines and backtaxes and of course learn english. but republicans defeated a similar plan in 2007 and argue

this also amounts to amnesty. >> you had promised enforcement which never add equalitily materialized but amnesty which happened immediately. >> maybe we can do it on a bipartisan basis, but it's going to take real attention to details. the details is what makes the difference and that's what i'm concerned about. >> reporter: devil in the details, right? mike, you mentioned another deal in the works here on capitol hill of course. the house is working on its own version of immigration reform, although democratic leaders there say they're not quite as far along as senators, but republican critics are looking at their details as well. they're concerned about money at this point, whether or not enough money is allocated for border security. so we'll see how that plays out on the house. coming up at 6:00, we'll talk about immigration and the economy. we'll see you then. back to you, mike.

>> sounds good, delia. see you in a little bit. jurors will resume their deliberations in the trial of an officer who is charged with murder. daniel harmon-wright was on duty as a culpeper police officer last february when he shot and killed patricia ann cook as she was in her jeep sitting there. he claims he shot in self- defense saying cook trapped his arm in the window and was dragging him. prosecutors say harmon used excessive force and that's what led to the murder. the jury deliberated for three hours yesterday and went home. they're back at it again today. later this morning, an iraqi war veteran is going to discuss a groundbreaking double arm transplant. the surgery happened last month at johns hopkins. the patient lost his arms in a roadside bomb attack in 2007. he was recently among 14 wounded veterans who received specially equipped homes to accommodate their injuries and let them be more self- sufficient. time right now is 5:35. i'm watching your money. a consumer group says states

are costing unemployed americans millions in unnecessary fees to get their benefit payments. the national consumer law center says the jobless are getting hit by unnecessary fees on bank issued payment cards that states encourage or require recipients to use. their report finds state issue bank cards automatically, require complicated paperwork, or direct calls to set up direct deposit and fail to explain the card fees. you may want to swap out your credit card for a debit card the next time you pay for a purchase. retailers can now charge customers up to 3% when they swap their credit card at the checkout. that's in addition to what you're already paying. the fees are part of a settlement from a 2000 lawsuit between -- 2005 lawsuit between visa, mastercard and nine banks. ten states ban the checkout fees but they do not include maryland or virginia. a new study suggests a college degree doesn't necessarily translate to better employment. a report by the center for college affordability and

productivity says 48% of college grads in the u.s. are overqualified for the job. they attribute the problem to the disconnect between the quality of graduates and what employers are looking for. researchers say this is a trend and they predict the underemployment problem is going to get worse in the future. we've been talking about this for quite some time. so many grads out there and there just aren't the jobs to match their skill set so they're taking what they can. >> there are so many empty jobs regarding engineering, people will have to have a seismic shift to try and fill those jobs. tonight the public gets to weigh in about what the future of d.c. taxicabs should look like. that story coming up. >> we'll tell you why a launch of a money interest space is -- into space is causing a big concern for

for the first time you have a little treat when you walk out your front door this morning because it's not cold outside. >> a couple of spots are cold but a lot of you will enjoy temperatures in the 40s and even some 50s. a little crazy the next couple of days. we'll be in the 50s and 60s today. well into the 60s tomorrow. by friday we're going to be in the low 30s back again. it's january. we get these wild swings, especially as we get into february and march now. buckle up. here's a look at the visibilities this morning. fog is just a little bit of an issue. we're seeing it worse in garrett county where visibilities have between a quarter mile and zero. some spots one to two miles locally so that's not too bad. delaware and dover is also one- quarter of a mile. outside look how nice the view is this morning here in washington. we'll show you our day planner. maix of sun and clouds, -- a mix of sun and clouds. 50 by noon with a high of 56. some areas west of town will get into the 60s today.

you can see the warm air sort of surging northward here. and with all the showers and storms that are going on toward michigan. but locally we've had lighter sprinkles and showers coming out of west virginia moving east, southeast. this is tracking along and south of interstate 66 from straussburg. you can see it into woodstock. some of the more moderate showers we're seeing now warrenton to just south of manassas. this is tracking east, southeast. so dale city south, you'll likely get into some of those showers and into charms and st. mary's and southern calvert counties the next couple of hours. temperatures big time difference from this time yesterday morning. 20 degrees warmer right now in winchester. in sperryville it's 54. scott was seeing ice yesterday morning. he's 25 degrees or so warmer than this time yesterday with temps up at 14 at andrews. but annapolis, they've lost a degree and they're checking in at 33. that's easily the coldest on the board with 38 in baltimore. 37 frederick. but to the west, look at those temps in the low 50s already across much of the then

shenandoah valley and even down south temperatures 40s to near 50. outside on our michael & son weather camera, a pretty morning in d.c. a few clouds out there. we'll call it mostly cloudy, 44 but no winds. it's a comfortable 44 degrees. again that surge of warm air, you can see the clouds on the radar moving off toward the northeast there. out ahead of it temperatures are going to shoot well up into the 60s, even 70s in places like nashville. lexington could make the 70s today. we've got the milder air in place. showers to the north here for the afternoon. a mix of clouds and sunshine. partly cloudy to mostly cloudy tonight. another very mild day on wednesday ahead of this cold front. we're going to see temperatures shoot into the 60s with a better chance of showers and storms in the afternoon and evening. some of these could have a few heavy downpours. your forecast today good, 56, if not 60 west of town. patchy fog this morning. then a stray sprinkle. 47 tonight. tomorrow mid if not upper 60s.

the bridge span and into downtown. back to you, mike and jess. >> thanks, monika. we're following what's new this morning at 5:49. a week of pretrial hearings is under way for four alleged coconspirators in the 9/11 attacks. some relatives of those killed on september 11 are attending the military court at the guantanamo bay naval base. the defendants were sent to guantanamo after being held in secret prisons. the pentagon is considering putting a base in north africa for a spy -- for spy drones. the move is in response to increased flights against terrorists in the region, including the rebels in mali. the united states only has one permanent base in africa right now. iran claims it's launched a monkey into space and that the primate returned unharmed from its 70-mile long suborbital flight. the u.s. has not confirmed this launch but other nations are concerned if this did happen, it further demonstrates iran's long range missile
